Returns a vector which describes the vertical inertia for this event.

Remarks

Panning inertia refers to the deceleration in scrolling speed that occurs after the user loses contact with the touch surface.

NOTE that the magnitude of this value is driver-dependent. The sign of the value, which represents the direction of movement, is always negative when scrolling downward (viewport moves up), and positive when scrolling upward (viewport moves down).
